Can Cyprus residence serve as the family's fallback?

Under the 4th revision of the criteria, the applicant must invest at least €300,000 in one of the listed categories. Treat a Cyprus fallback and a citizenship plan as separate decisions. The binding constraint is time actually lived in Cyprus, not the capacity to invest.

Deloitte’s summary of the 2023 Civil Registry Law amendments describes a 7-year naturalisation residence requirement within 10 years. It also specifies 12 continuous months immediately before applying, subject to an absence allowance, and B1 Greek.

Cyprus Mail reported in October 2026 that the government expected Cyprus to join the Schengen area in full during 2027. EU Council unanimity was still required. The government’s timetable was an expectation rather than an approved entry date.

Which route fits a family seeking residence or citizenship?

Could existing citizenship eligibility make investment unnecessary?

Citizenship eligibility comes first. For a family with Italian ancestry, the question is whether citizenship can pass through that particular family line. Investment capital should remain uncommitted while that possibility is unresolved.

Italy's reform introduced a general limitation on the automatic transmission of citizenship status between generations. The limitation applies to people born abroad who hold another citizenship, including those born before the reform.

Consider a US-born parent with an Italian ancestor and US-born children. Each intended recipient's position matters, rather than the family's ancestry in the abstract.

The investment decision follows that assessment. It should not substitute for it.

Does the Cyprus purchase fit the family's finances?

The advertised property price is only part of the commitment. Under Cyprus's revised investment criteria, the house or apartment must be a first sale from a development company. VAT is additional to the qualifying investment shown in the property comparison below.

A resale apartment therefore does not satisfy this category merely because its price reaches the threshold. A family concerned about an unsuitable purchase should establish the property's qualifying status before treating its price as the relevant investment.

For two parents and two minor children, the published annual income test has separate components for the applicant, spouse and each child. Under the 4th revision (May 2023) policy, the income components are €50,000 for the applicant, plus €15,000 for the spouse and €10,000 for each dependent minor child.

Cyprus annual income components for a family application
Family memberRequired annual income component
Applicant€50,000
Spouse, additional income€15,000
Each dependent minor child, additional income€10,000

Both children count separately. The purchase does not replace the income test.

The applicant and spouse must also confirm that they do not intend to undertake employment in Cyprus. The exception concerns directorships in a company in which they invested under the policy.

What happens when the children become adults?

The standard family coverage includes the spouse and children under 18 as dependants. That makes the children's ages relevant to the investment decision, particularly where the intended fallback lies several school years ahead.

Consider an older child who will be an adult and financially independent when the family wants separate residence security. The adult non-dependent route requires a higher investment, rather than simply extending the minor-dependant arrangement.

For one such adult child, the published example doubles the base investment.

Today's minor dependants and tomorrow's independent applicants require separate budgets. A permit covering the children under 18 as dependants is separate from the higher investment the adult route requires.

Will the family actually establish residence?

Occasional visits do not support the same plan as sustained residence. For long-term residence, each absence must be shorter than 6 consecutive months. Total absences must not exceed 10 months within the relevant 5-year period.

For a genuinely relocating family, the European Commission describes the naturalisation requirement as legal residence for 8 of the preceding 11 years. Its description also requires the final continuous year, allowing absences totalling no more than 90 days during that year.

Deloitte's account separates the seven-year qualifying history described earlier from the additional final continuous year. Together, these descriptions set out a residence history plus a final continuity test. They are not competing promises of an application date.

Deloitte also describes evidence for the Greek-language requirement: a written-examination certificate, a qualifying Greek-language secondary diploma or a degree taught in Greek. Schooling, language preparation and actual residence therefore belong in the family's citizenship plan.

Does a Greek property route fit better?

Greece requires a category-specific comparison, rather than a single advertised entry price. The International Bar Association's 2026 account gives standard thresholds and two categories that continue to qualify at €250,000. The table compares those published thresholds with Cyprus's first-sale residential category.

Published Cyprus and Greek property investment thresholds
Property categoryMinimum investment
Cyprus first-sale house or apartment, plus VAT€300,000
Greece standard route in high-demand areas€800,000
Greece standard route elsewhere€400,000
Greece qualifying conversion or listed-building restoration€250,000

The higher Greek standard threshold covers Attica, Thessaloniki, Mykonos, Santorini and islands with populations exceeding 3,100. The other standard threshold applies elsewhere. The lower special threshold is conditional on the property category.

For a family considering a conversion property, a seller's intention to convert is insufficient.

Rental assumptions matter too. Qualifying properties under the current framework cannot be used for sharing-economy short-term letting or subleased. Breach can lead to permit revocation and a €50,000 fine; the restriction excludes acquisitions protected by the previous regime or transition.

Does Portugal meet the children's citizenship timetable?

A new US or UK applicant should not budget around an assumed five-year Portuguese passport timetable. Portugal's Nationality Law, amended by Lei Orgânica 1/2026, requires 10 years of legal residence for nationals of other countries. The seven-year category instead covers Portuguese-speaking-country nationals and EU citizens.

For an applicant falling solely within the US or UK category, qualifying periods can be consecutive or interrupted. They must fall within a maximum 12-year interval. Anticipated gaps therefore matter.

The Portuguese nationality rules alone do not establish which residence permit best suits a family remaining abroad.

Three questions still need individual assessment

Before committing to a property, the family needs answers tied to its members’ ages, intended absences and existing financial arrangements. Three questions remain for individual assessment:

  • Does each family member qualify, would Category F offer an alternative, and how would residence count towards the applicable naturalisation timetable?
  • Which Schengen travel entitlement would apply, what National Guard obligations could arise, and whether any protection against future scheme changes would cover the family.
  • How would the permit and property fit the family’s home-country tax, reporting and estate position, given its intention to remain at home?

A Cyprus advocate practising immigration law confirms the first two points for the family. The family’s US CPA or UK tax adviser confirms the third, separately from immigration eligibility and residence counting.

Selling the investment can end the permit

A family should not treat the property capital as freely recoverable while retaining the permit. Under the May 2023 policy, disposal results in permit cancellation unless an immediate replacement meets the policy conditions and has equal or greater value.

Consider parents who need to sell their Cyprus property to fund their children's education at home. Keeping the proceeds for those fees would leave no replacement investment, triggering the cancellation rule.

The permit is cancelled if the property is sold without a replacement, so the family's budget should not rely on the property rising in value or selling quickly. The financial decision therefore includes whether the family can leave that capital committed when other needs arise.

Four steps lead from objective to investment decision

  1. Define the objective. The family first records whether it wants a Cyprus fallback or intends to establish residence towards eventual citizenship. The two objectives stay separate.
  2. Build the family timeline. Assemble each member's citizenship history, relevant family records and the children's ages, then map expected changes in dependency against the intended fallback date.
  3. Prepare the evidence and calendar. Gather income records. Draft a realistic residence calendar around school terms, work and anticipated absences, using only time the family would actually commit.
  4. Decide whether to invest. The family can assemble this material itself, keeping that preparation distinct from professional conclusions on eligibility and tax. No investment commitment should precede resolution of the individual questions above. The final decision is whether the proposed route fits the family's objective and the residence pattern its members can sustain.

Yes, official certificates from an independent Certified Accountant are accepted. The clarification to the policy effective from 2 May 2023 allows them in place of the tax-return evidence.
What government fees apply to a Cyprus investment residence application?
The application submission fee is €500. An additional €70 applies for each person included in the application who does not already have an Alien Registration Certificate (ARC).
How long does a completed Cyprus investment residence application take?
The estimated examination period is approximately 2 months. That period starts on the submission date of the completed application.
Do both parents need criminal record certificates and health insurance?
Yes, under the 4th Revision, May 2023 policy, the applicant and spouse must provide a clean criminal record certificate from their country of origin and their country of residence, if different.
Do years studying in Cyprus count towards naturalisation?
No, according to Deloitte, periods spent as a student do not count. Its account of the amendments published on 19 December 2023 also excludes periods under international, subsidiary or temporary protection.
Do Portugal's amended nationality rules apply to pending applications?
No, administrative procedures pending when the amendments take effect remain governed by the earlier Nationality Law. The amendment enters into force the day after its publication.
