The Permit

Category F is a Cyprus permanent residence route for non-EU nationals who can support themselves from secure income outside Cyprus. It is designed for financially independent applicants, retirees, remote income households and families who want long-term residence without taking local employment.

The core requirement is financial self-sufficiency. The applicant must show annual income of at least €9,568, plus €4,613 for each dependant. The income must be stable, regular and sufficient for a decent standard of living in Cyprus.

Unlike the Cyprus Golden Visa, Category F is built around foreign income rather than a qualifying property investment, though a real Cyprus address through purchase or rental remains part of a credible residence file.

The outcome is permanent residence status, subject to continued compliance with the permit conditions. It does not grant work authorisation.

Who Qualifies

Category F suits applicants whose financial life sits outside Cyprus. Pension income, overseas dividends, interest, rental income, portfolio income and other recurring foreign income can support the application when properly evidenced.

The applicant must be a non-EU national, hold valid travel documents, maintain a Cyprus address and demonstrate clean-source funds. Family members can be included where the dependant income threshold is covered and the family relationship is documented.

The route is not built for local employment. A person relocating to work for a Cyprus employer needs a work-based route instead. The Category E permanent employment route is separate and applies to confirmed long-term employment offers that do not create undue local competition, assessed case by case rather than on a fixed salary or job-length test. The strongest Category F profiles combine clear foreign income, clean bank evidence, stable accommodation and documents that are ready for legalisation, translation and submission.

Route Choice

Cyprus has several residence routes, and choosing the wrong one costs time. Category F is the income-based permanent residence route. The Golden Visa is the investment-based route with a €300,000 minimum property investment, 2 to 3 month processing expectations and a €50,000 annual income threshold for the main applicant.

A Pink Slip is temporary residence for non-EU nationals and is not the same as permanent residence. A work permit is employment-led and tied to working rights. EU citizens use the Yellow Slip registration process, not Category F.

Category F works when the priority is long-term residence based on foreign resources rather than business activity, employment or a property-led investment file. Documents

A Category F file succeeds on evidence, not intention. The authorities expect documents that prove identity, lawful status, income, accommodation, family relationships and clean conduct.

A typical file includes passport copies, application forms, passport photos, bank statements, evidence of foreign income, proof of pension or investment income where relevant, a Cyprus rental agreement or title evidence, health insurance, criminal record certificates and marriage or birth certificates for dependants.

Foreign public documents must be prepared in the correct form. That can mean apostille or consular legalisation, certified translation and document dates that remain valid at the point of submission.

Bank evidence must connect the income story to the applicant. A pension letter without bank receipts is weak. A bank balance without evidence of recurring income is incomplete. Dependant applications need relationship documents and income coverage for each dependant at the €4,613 annual threshold. Documents are sequenced so that expiry dates, translations and submission timing do not undermine the file.

Process And Timing

Category F is commonly described as a slow-track permanent residence route. Once the file is submitted through the competent Cyprus immigration channel, applicants should plan around a long examination period rather than a rapid approval window.

During that period the file must stay consistent. Address changes, expired documents, changed family circumstances or gaps in income evidence need to be handled before they become a refusal risk. Conditions

Category F is based on financial independence. The holder should not treat it as permission to take employment in Cyprus. Local work activity belongs under employment and business routes, not an income-supported residence file.

The approval rests on the facts presented: foreign income, sufficient resources, accommodation, valid identity documents and family dependency where applicable. Those facts should remain supportable after approval.

Cyprus residence status and Cyprus tax residence are not identical. A Category F holder can become Cyprus tax resident by meeting the day-count rules. From 2026, the 60-day rule requires 60 days in Cyprus, a business, employment or directorship connection in Cyprus, a permanent home in Cyprus and not spending more than 183 days in any single other country. The 183-day rule remains a separate route to tax residence.

Cyprus is an EU member state, but it is not yet in Schengen. Category F residence in Cyprus does not create Schengen residence rights. Travel permissions remain based on passport nationality and the rules of the destination country.

Costs And Risks

Category F is lower-capital than the Golden Visa, but it is not cost-free. Applicants still need accommodation, insurance, official charges, document legalisation, translations and coordination.

Public official fees are normally modest compared with investment-route costs, but total spend moves with family size, number of foreign documents, translation needs, country of issue, accommodation choice and whether the file requires remedial evidence.

The main refusal risks are practical: insufficient income evidence, funds that cannot be clearly sourced, documents issued in the wrong format, expired police clearance, weak accommodation proof and treating Category F as if it allowed Cyprus employment.

Revocation is possible when the basis of approval no longer holds, when information was false or when permit conditions are breached. A clean file is not only an approval tool. It is the record that supports the residence position after approval.
